Malaysia MM2H Programme: Current MOTAC & Immigration Guide

Malaysia My Second Home, commonly known as MM2H, is Malaysia’s long-term residence programme for eligible foreign participants seeking to establish a longer-term lifestyle base in Malaysia.

The programme has changed substantially since this article was first published in 2020. Today, applicants should rely on the current MM2H framework administered through Malaysia’s official programme channels, rather than the temporary administrative arrangements reported in 2020.

The 2020 Transfer Story Is No Longer the Current MM2H Position

This article was originally published when Immigration announced in July 2020 that MM2H-related matters would temporarily be handled through the Immigration Department following the closure of the MM2H Centre at the Ministry of Tourism, Arts and Culture.

That 2020 development should now be treated as historical context rather than current application guidance.

Current position: MOTAC operates the One Stop Centre Malaysia My Second Home.

MOTAC’s current official MM2H portal publishes programme information, eligibility requirements, application and endorsement checklists, licensed MM2H operators and current programme announcements.

Current Administration

Who Manages MM2H Today?

The Malaysia My Second Home programme currently operates through the Ministry of Tourism, Arts and Culture’s One Stop Centre Malaysia My Second Home.

The OSC MM2H structure also includes Immigration officers involved in programme operations, reflecting the fact that MM2H administration and immigration endorsement functions work together.

MM2H Explained

What Is Malaysia My Second Home?

MM2H is a Malaysian long-term stay programme designed for qualifying foreign participants who wish to reside in Malaysia under the programme’s current eligibility and participation conditions.

Applicants should distinguish MM2H from Malaysian permanent residence, citizenship and employment-based immigration pathways.

MM2H is a residence programme — not Malaysian citizenship.

Anyone considering MM2H should assess it according to its current programme privileges, conditions and long-term objectives rather than treating it as an automatic route to permanent residence or nationality.

Current Programme Structure

MM2H Now Uses Different Participation Categories

The present MM2H framework is not the same programme structure that existed when this article was first published in 2020.

MOTAC currently publishes an official overview of programme categories together with updated eligibility requirements and special conditions for designated economic or financial zones.

Eligibility

Financial Requirements

Applicants should check the current category-specific financial criteria published by MOTAC before preparing an application.

Residence

Participation Conditions

The programme applies conditions according to the selected MM2H category.

Property

Property Conditions

Current MM2H categories can include property-related participation requirements.

Applications

Use the Current MM2H Application Framework

MOTAC currently provides official MM2H application and endorsement documentation, including application checklists and immigration forms.

  • Current eligibility requirements
  • MM2H application checklist
  • Visa application form
  • Visit Pass application form
  • Medical form
  • Personal bond form
  • Endorsement checklist
  • Current programme announcements
Licensed MM2H Operators

Check That the MM2H Operator Is Currently Licensed

MOTAC maintains a live public register of licensed MM2H companies. The current register shows the company name, MM2H licence number, office type and licence period.

This provides applicants with an important verification step before engaging a company to handle an MM2H application.

Verify the operator before paying or submitting documents.

Check the current MOTAC licensed-MM2H-company register rather than relying solely on advertising, social media or historical claims.

Application Planning

What Should an MM2H Applicant Prepare For?

MM2H vs Business

MM2H and Starting a Malaysian Business Are Separate Decisions

An MM2H residence strategy should not automatically be treated as the same thing as establishing and operating a Malaysian company.

A foreign entrepreneur wishing to actively operate a business should separately assess company ownership, business licensing, banking and the appropriate immigration or employment pathway for the intended activity.

Residence

MM2H

Designed primarily around long-term residence under the MM2H programme framework.

Business

Company Setup

A Malaysian company has its own corporate, tax, banking and licensing requirements.

MM2H vs Employment Pass

Choose the Residence Route Around Your Real Objective

A person seeking lifestyle residence in Malaysia may have a different objective from an entrepreneur who intends to actively work in and manage a Malaysian operating company.

The appropriate route should therefore be selected according to the person’s actual residence, investment and business objectives.

  • Long-term lifestyle residence
  • Family relocation
  • Business ownership
  • Active employment
  • Company management
  • Investment planning
  • Children’s education planning
  • Long-term Malaysia strategy

Why Old MM2H Articles Must Be Read Carefully

MM2H has undergone major programme changes since 2020. Old articles may contain financial thresholds, age distinctions, deposit requirements, dependent rules or administrative arrangements that no longer reflect the current programme.

Old Financial Thresholds

Do not rely on 2020 income, liquid-asset or fixed-deposit figures.

Old Age Categories

Previous above-50/below-50 structures should not be assumed to remain current.

Old Programme Duration

Do not automatically describe MM2H as the old universal 10-year programme.

Old Application Channels

Use the current MOTAC and OSC MM2H framework rather than 2020 administrative notices.

Old Dependant Rules

Check current eligibility requirements before advising family members.

Old Business Restrictions

Separate current MM2H conditions from company, employment and investment rules.
