How to Start a Homestay or Short-Term Rental Business in Malaysia

Malaysia offers opportunities in tourism accommodation, but “homestay” can mean very different things. A MOTAC-recognised community homestay, a Kampungstay operation and an Airbnb-style short-term rental should not be treated as the same business.

“Homestay” Does Not Mean Every Airbnb Listing

The word “homestay” is widely used commercially in Malaysia, but the official Malaysia Homestay Experience Programme has a specific tourism concept centred around community, culture and local-host interaction.

Short-term apartments, condominiums and vacation rentals listed on platforms such as Airbnb or Booking.com are usually a different business model.

Commercial Accommodation

Short-Term Rental / Airbnb-Type Stay

Use the correct regulatory route for the actual accommodation model.

Do not assume that registering for one tourism programme automatically legalises every type of short-term rental property.

MOTAC maintains the Malaysia Homestay Experience Programme together with registration guidelines, inspection documents, statistics and operator directories.

The programme is built around more than providing a bed. Its focus is the visitor’s interaction with the local community, culture, food, daily activities and environment.

Community

The tourism experience is linked to local community participation.

Culture

Visitors experience Malaysian lifestyle, traditions and activities.

Accommodation

Accommodation forms part of the experience rather than being the only product.

Tourism Readiness

Operators need to satisfy the applicable programme criteria and inspection requirements.

Important distinction:

A city condominium listed nightly online is not automatically a MOTAC Homestay Experience property merely because the host calls it a homestay.

Airbnb-Type Business

Short-Term Residential Accommodation in Malaysia

Short-term accommodation offered through digital platforms should be treated as a property, building-management and local-operating issue, not simply as a website listing.

MOTAC ceased registration of Short-Term Residential Accommodation under its previous STRA registration arrangement from 15 February 2020.

Platform acceptance does not equal regulatory approval.

A property appearing on Airbnb, Booking.com or another booking platform does not by itself prove that the use is permitted by the building, landlord, management body or relevant authority.
